In Delhi the process is to have a postal order of Rs.50 to make the payment. This is available by the MEA office but it is recommended to carry with you. The reason for this being is to avoid the queue to get one from the MEA building. Also beware of touts and reach there much earlier. The window timings for submission is 09:30am - 12 noon but the office does not open until 10:00am. This is true for the window that sells Postal Order as well.
